Self Reflection: I have a lot of online test tools listed here, but can't other types of projects also be formative assessments?? Also consider online tools such as ToonDoo (comics) , Infographics (about) , concept maps , talkin' things, movies and more! Also, sites that provide pre-tests and then adjust acordingly, like GFC Learn, is formative. Key is making the invisible visible, and then providing specific, appropriate, focused feedback!! Also - why would access to mobile apps help encourage formative assessment by students?
